Nice but a few things. First her cage rating is too high. It should only be at most 2 more than your pin. On lv 3 offense the gutwrench-2 needs to be on the #1 move followed by a choice chart and the out of the ring on #2. Also her lvl 1 offense needs changed around to be right. I would remove two of the tag's on her lv 1 defense as she isn't really a tag person

Thanks for the compliement and I will make the suggested changes except for the final one. She is meant to be modeled after the current WWE personna and she is tagging quite a bit for the WWE currently. Also you didn't say what Level 1 offense changes need to be made.
But also, where are the rules for cardmaking that say the out of the ring and gutwrench suplex need to be switched. The only rule I found close to that is one that says "on Level 2 Offense chart situations must be place betweeen the last level - 2 move and the first level - 3 move."

look at all the official cards. You will notice that on any level offense the charts are always between the -2 and -3 move. There are a few exceptions that have been discussed but for the majority, that is how they are done.

Plus I think that Beth Phoenix is over powered for a female wrestler unless she is only wrestling in female only fed. Her Rahl rating is 41 (46). That rating matches her with the likes of:
Hawk Destroyer Snuka
I just think she is kinda powerful for LOW standards. She is equalivent to Amazonia of the GWF but that wouldn't fare well against LOW standards. Just my honest opinion but as always up to you promoter

I went through my official cards and found 26 examples of wrestlers where chart references were logged in the middle of level -2 or level - 3 moves rather than inbetween level - 2 and level - 3 moves. I can provide names of those cards if you'd like. I certainly welcome any comments on cards I make that would make them better or closer to the performance of the real wrestler. But comments about getting them to adhere to rules that don't seem to exist in print anywhere and aren't followed by Mr. Filsinger's own cards all that often is less encouraging.

Here is the link on creating cards. filsingergames.com/howtocreate.htm--There must be a way to use all four major game charts on every wrestler's card. ---Each card will have three Chart situations (such as Into the Ropes) and two Choice Situations (such as Choice F). ---Of the three Chart Situations, two must be followed by a choice (c). ---When a Chart Situations appears on Level 1 Offense, it is never followed by a choice (c). ---Agility and Power situations only occur at Level 1 Offense and a roll of "1" on Level 2 Offense. ---On Level 2 Offense, Choice Situations and Chart Situations only occur in between the level 2 moves and the level 3 moves. ---Finishers never appear anywhere but on Level 3 Offense. ---The only Chart Situation that may be repeated twice is Out of the Ring. ---When two Chart Situations occur in a row, the one with a choice (ch) comes first. ---On defense, there is never a "down-3" on Level 1 Defense (imagine what a wimp that would be!). ---Tag options (tag) decrease as a wrestler becomes "hurt" and then "down." ---Tag options (tag) occur consistently on the defensive level, such as (tag) only occurs for "dazed-1" on Level 1 Defense and only for "hurt-2" on Level 2 Defense. ---Wrestlers usually have more and better comebacks at Level 1 Defense than Level 2 Defense and so on. ---There is only one PIN option per card. ---Almost all wrestlers have a leave the ring option (lv) and it is always on Level 3 Defense. ---Cage Ratings don't differ from PIN ratings by more than two. ---Agility and Power ratings are never better than "-5" or worse than "+5" ---Level 1 moves (such as headlock-1) usually occur on Level 1 Offense and sometimes on Level 2 Offense. ---Weaker moves are always followed by stronger moves at any offensive level. ---(ch G) and (ch H) only occur at Level 3 Offense (some collectible Champions of the Galaxy cards from 1986 have wrestlers with these moves at Level 2 Offense; see the collecting page for more information). ---(ch A) and (ch B) never occur on Level 3 Offense.

Just my honest opinion but as always up to you promoter I don't ever wrestle the women right off the cards against men. I always adjust as is outlined in the Ringside Companion 2112. The adjustments are: Pin and Cage ratings increase by 2. Power Rating goes up by +2 and Ring rating gets worse by one letter. But I never consider how a female wrestler would do against a male when I create a card. I just compare her to the other female cards with which I'm familiar. I believe that Beth Phoenix is the best combination package ever in women's wrestling when considering looks, physique and wrestling skills. That's just my opinion but that's all I have to use when deciding on the subjective ratings on the card. Other are completely free to dial here down if that makes more sense in their universe.

A choice (Ch D) is after a - 3 move. Deathjump is on level 3 offense. I have no problem with her being strong for a women since, well, she has the potential to be one of the best women wrestlers ever.

I read through the rules you posted once more and I still didn't find the rule that states that deathjump and out of the ring are always on level 3 offense. I honestly completely see the logic in both of them being that way and they are on every "official" card I can find but a document containing all of these rules that aren't included in Filsinger's own guidelines would be MOST helpful.
